First, you need to calculate the percentage of students who completed the test in 8 minutes. You know there are 86 students in the class (23 + 36 + 27 = 86.)

23 / 86 x 100 = 27 percent

Next, calculate the percentage of students who took longer than 10 minutes.

27 / 86 x 100 = 31 percent

Finally, you have to find out what percentage of students completed the test in 10 minutes or less.

23 finished in 8 minutes + 36 finished in 10 minutes = 59 finished in 10 minutes or less
59 / 86 x 100 = 69 percent
